Building bridges between local and global: Bonn's Mayor attends COP 28

Bonn's Mayor Katja Dörner is traveling for two days to COP28, the Conference of the Parties to the Bonn-based United Nations Framework Convention on Climate Change. COP28 starts on November 30 in Dubai, United Arab Emirates, and ends on December 10. Mayor Dörner will be at COP28 from December 4 to 6, representing the municipal perspective.

Theme day for cities on December 6

In Dubai, the Mayor of Bonn will be attending a packed schedule of high-level appointments. Dörner is also there as Climate Co-Chair of the global city network ICLEI Cities for Sustainability, as Vice President of the Association of German Cities and as a member of the German Council for Sustainable Development.

One of the key issues alongside climate protection and adaptation is cooperation between all levels and areas of society, as laid down in the Paris Climate Agreement. Dörner will be speaking at several events under the heading of multilevel collaboration, in particular at a high-level ministerial meeting on climate and urbanization organized by the COP28 presidency and UN Habitat, the United Nations Human Settlements Programme, on 6 December, the theme day for cities. The Mayor will make further appearances on the topics of capacity building and nature, resilience and energy supply.

Cities play a crucial role in climate change

"Cities play a crucial role in combating the climate crisis and adapting to climate change. Here in Bonn and in our networks, we are actively working on these issues. As a city with the goal of being climate-neutral by 2035, we are in line with cities such as Turku in Finland," says Dörner. "Our path with Bonn4Future and now the Bonn Climate Plan serves as a role model for other cities. As a Resilience Hub, we will use the next three years to better position ourselves against the consequences of the climate crisis with an integrated climate adaptation concept, but also to promote the discussion and implementation of resilience and nature-based solutions in international city exchanges. I see the World Climate Conference as a milestone in all these areas and look forward to contributing to an even more constructive cooperation between cities, regions, nations and social sectors."

Mayor Dörner as the voice of the cities

Dörner will speak at a minimum of six events during her participation in the conference:

  • Ministerial Meeting on Climate and Urbanization (COP28 Presidency, UN Habitat - speaking as ICLEI Co-Chair Climate for the Group of Cities and Regions on Level Cooperation)
  • Closing event of the theme day on capacities (COP28 Presidency, ICLEI, UNU EHS  - the Institute for Environment and Human Security at the United Nations University based in Bonn - speaking as ICLEI Co-Chair Climate on cooperation with citizens and social sectors)
  • High-level event of the theme day on nature (COP28 Presidency, ICLEI, UNEP - the United Nations Environment Programme - speaking as ICLEI board member on nature, resilience, ecosystems)
  • Side event of the resilience hubs of the Making Cities Resilient 2030 initiative (UNDRR - the United Nations Office for Disaster Risk Reduction, ICLEI - speaking as Bonn Mayor from the perspective of the resilience hubs and supports the Dubai Call for Action)
  • Side event on decentralized energy supply (German Association of Cities/Connective Cities - speaking as Bonn Mayor/Vice President of the German Association of Cities on climate neutrality/renewable energies)
  • Presentation of a report on the local implementation of the Sustainable Development Goals (SDGs) on resilience and climate adaptation (OECD) – speaking about Bonn's participation in the Localizing the SDGs project

As part of her conference program, Mayor Katja Dörner will also meet with her counterpart Ernest Arthur from Bonn's project partner city of Cape Coast. Bonn is working very successfully with Cape Coast on issues of climate adaptation and environmental education. Through Bonn's mediation, Cape Coast also took part in a program on urban nature - with a special focus on human rights.
