SB 60: Climate negotiators meet again in Bonn

Representatives of the Subsidiary Bodies (SB), the permanent subsidiary bodies of the Conference of the Parties to the Climate Convention, are meeting in Bonn at the World CC Bonn to prepare for the next Climate Change Conference (COP29). At the accompanying side events, including the Daring Cities conference, Mayor Katja Dörner will present Bonn's examples of climate protection and adaptation.

From June 3 to 13, 2024, a good 5,000 delegates will once again come together for the "summer edition" of the climate negotiations at the World Conference Center Bonn. The Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA) meet at the headquarters of the World Climate Secretariat halfway between the Conferences of the Parties, which take place in November/December. From stocktaking to budgets and transparency, these bodies prepare what is to be decided in the fall. This year, COP29 (the Conference of the Parties) is being held in Baku, Azerbaijan.

An important part of the SB conference are numerous accompanying side events in the official program of the Bonn climate negotiations, but also a number of separate events in the Bonn city area. Mayor Katja Dörner will present Bonn's examples of climate protection and climate adaptation against heat and heavy rainfall on several occasions: on Friday, June 7, 2024, at a discussion hosted by the UNFCCC Climate Champions on synergies of the three so-called Rio Conventions on climate, nature and land and at a Daring Cities event on Tuesday, June 4, 2024.

"Bonn is not only on the way to climate neutrality by 2035, but we are also strategically positioning ourselves in the areas of biodiversity, climate adaptation and resilience. This includes always thinking about climate protection and climate adaptation as well as nature and soil together - it is best when a measure can have multiple effects. This often works very well at the local level, the level of implementation, and I am delighted that the three globally responsible conventions are currently intensifying their cooperation," says Mayor Katja Dörner.

Cities in the climate crisis: Daring Cities with a strong focus on faster climate action

Since 2020, the cities network ICLEI - Local Governments for Sustainability and the City of Bonn, together with many partners, have been organizing the Daring Cities Forum on cities in the climate crisis, this time from 3 to 5 June 2024 in Bonn.  The focus is on strengthening partnerships, building capacity and improving knowledge exchange. Daring Cities develops a vision of what cities and regions should look like by 2030. In addition to ICLEI and the City of Bonn, the partners of Daring Cities are the German Federal Ministry for Economic Cooperation and Development and the Foundation for International Dialogue of Sparkasse Bonn.

At the upcoming Daring Cities Forum, particular attention will be paid to cooperation between the various levels of government. "These climate negotiations are as crucial for cities as they are for the Parties themselves, now that the CHAMP coalition for highly ambitious partnerships between levels of government in more and more countries has also started "back home". In this fifth edition of Daring Cities, which will again take place in parallel to the negotiations, Mayor Katja Dörner as ICLEI Climate Chair and the City of Bonn will advocate for improved cooperation between levels of government and the creation of appropriate structures for this. Together with the Daring Cities community, we are driving collective climate action across all levels of government," says Gino van Begin, Secretary General of ICLEI Local Governments for Sustainability.

CHAMP initiative: Improved collaboration between cities and government for the climate

A global climate adaptation target was adopted at the 28th World Climate Summit in 2023. Bonn is also in the process of drawing up an integrated climate adaptation concept to counter the threats posed by heat and heavy rainfall in particular. On the way to the next World Climate Summit in Baku (Azerbaijan), the global assessment, to which cities are also invited via ICLEI, will continue to play an important role. To ensure that cities and regions are also included here with their important contributions, a new coalition for ambitious partnerships - CHAMP (Coalition for High Ambition Multi-level Partnerships) - was founded in Dubai in December 2023, which aims to promote joint action at all levels in climate protection. Germany has also joined this coalition. 

The City of Bonn sees itself as having a dual responsibility here. "Not only are we a member of the Framework Convention on Climate Change and are vigorously driving forward the implementation of our urban roadmap to climate neutrality by 2035, but we also support the creation of structures for a new type of cooperation between German cities and the federal government, which CHAMP co-signed," said Mayor Katja Dörner, who is responsible for the topic of good governance for climate protection on the ICLEI Board and, as Vice President, has initiated CHAMP also within the Association of German Cities.
